Apply at the local Community Action Agency (CAA), or call INFOLINE (211) for information on the closest application site. There are many more application sites than just the main CAA offices.
 
If the applicant is disabled and needs assistance to apply (e.g., is homebound and needs to a mail-in application), directly contact the local CAA and ask for the needed assistance.
